Dear County Board Member Crosby:
I am your constituent and am very concerned about the collateral consequences of the Winnebago County Sheriff's Office's recent public declaration that he will not enforce the Protect Illinois Communities Act (HB 5471). As I am sure you are aware, the Illinois Constitution clearly states that the judicial branch is the only branch authorized to consider and rule on the constitutionality of laws, not the sheriff. Please advise what effect the sheriff's declaration will or may have on the county's insurance and potential liability to the county.
